Title: Biennial Budget

Bill Analysis: This budget bill contained many provisions that have a broad impact on the functioning of state government. Specific to women’s issues and in particular regarding choice, two provisions were added at the last minute in the Senate without the benefit of a public hearing. These provisions bar local public employee insurance plans from covering abortions and bar public hospitals from providing abortions, even if they are paid for with private dollars, except in case of reported rape or incest or to save the life of the woman.

Status: Passed by the House May 5, 2011. Passed by the Senate June 8, 2011. Signed by the Governor June 30, 2011. Effective June 30, 2011.
