Innovation Ohio Women’s Issues Scorecard – Ohio House of Representatives

Below are our ratings of Ohio House members based on their votes on women’s issues during the 129th General Assembly. An “A” rating means the legislator takes the pro-woman position at least 90 percent of the time, with lower grades reflecting a corresponding lower pro-woman voting percentage. A list of votes used in scoring is provided below the scorecard.

Votes used in scoring

HB 63 (3/15/11) – Motion to table an amendment to require prenatal and maternity care, and counseling for rape and incest survivors when judicial bypass is denied for minors seeking abortions. The pro-woman position was a vote against the motion.

HB 78 (6/28/11) – Law banning all abortions after 20 weeks unless a prenatal tests shows a fetus is not viable. The pro-woman position was a vote against the legislation.

HB 79 (6/28/11) – Law prohibiting health care plans from providing abortion coverage in policies sold as part of the health insurance exchange to be established under the ACA. The pro-woman position was a vote against the legislation.

HB 79 (6/28/11) – Motion to table an amendment to require health care plans to provide coverage for maternity services. The pro-woman position was a vote against the motion.

HB 125 (6/28/11) – Legislation banning all abortions when a fetal heartbeat is detectable. The pro-woman position was a vote against the legislation.

HB 153 (6/29/11) – Biennial budget legislation which included provisions banning coverage of abortions by local government insurance plans and abortions at public hospitals and to require abstinence-only sex education.

HB 63 (10/21/11) – Law limiting options for a judicial bypass for minors seeking abortions. The pro-woman position was a vote against the legislation.

HCR 35 (2/15/12) – A resolution urging the President to allow employers to opt-out of contraception coverage requirements of the ACA. The pro-woman position was a vote against the resolution.

HB 262 (5/22/12) – Law that exempts minor victims of human trafficking from prosecution and provides counseling services and assistance to crack down on traffickers. The pro-woman position was a vote for the legislation.

HB 426 (5/22/12) – Legislation to create a breast & cervical cancer screening check-off on Ohio income tax returns. The pro-woman position was a vote for the legislation.
